Virginia has the largest data center market in the world but imports more energy than any other state. A bill to increase energy storage buildout was unanimously passed by the Senate, but then vetoed by the governor.
Virginia Gov. Youngkin signed off on a law for Dominion Energy to create a virtual power plant pilot program and to tap energy stored in idled school buses’ batteries.
The legislation will become law unless Gov. Youngkin vetoes it by May 2.
The International Energy Agency (IEA) projects that by 2026, data centers will consume more than 800 TWh annually, more than double their consumption in 2022.
Virginia targets 30% renewable energy by 2030, and 100% by 2050. While much of the buildout thus far has been at the utility-scale, this legislation now opens a market for the buildout of shared solar for Dominion Energy and Appalachian Power .

The 20 MW / 80 MWh energy storage will serve Dominion Energy customers.

If approved, the projects are expected to generate 772 MW of electricity, or enough to power about 200,000 Virginia homes.
