New legislation introduced in Pennsylvania would allow municipalities and municipal authorities to create PACE financing programs. H.B. 2380, the Property Assessed Clean Energy Program Act, would authorize municipalities and municipal authorities to adopt ordinances or resolutions to support renewables, energy-efficiency projects and water-efficiency projects.
Municipalities and municipal authorities could provide financing to residential property owners and commercial property owners. For commercial properties, individual renewables projects would be limited to 100 kW.
