CA: Aggregate net metering expanded

A new law has revised California’s aggregate net-metering policy by including “joint powers authorities” within the definition of a local government. As a result, under A.B. 1773, joint powers authorities are eligible for aggregate net metering.

The beneficiary accounts of a joint powers authority must be located within the geographic boundaries of the agencies that formed the authority, and within the same county and utility service territory. The definition of a joint power authority excludes any authority that has federal or state government members. The definition of a local government excludes those with members within a different county or utility service territory.
